A WEIGHT restriction is being considered for a road in Kilmihil where HGV drivers are being directed by sat-nav onto an unsuitable route.

The issue was raised at the September meeting of the West Clare Municipal District following a Notice of Motion from Cathaoirleach Cllr Michael Shannon (FF).

Cllr Shannon called for clear signage to be installed at the Clonina junction in the townland of Shyan, warning HGV drivers that the road ahead was unsuitable for heavy goods vehicles and directing them towards more appropriate routes.

In a written response, Senior Executive Engineer for the West Clare Municipal District Alan Kennelly said there was currently no prescribed regulatory warning sign in the Traffic Signs Manual indicating that a road was unsuitable for HGVs.

He said the most effective way of preventing HGVs from using a particular road would generally be through the introduction of a weight restriction.

A weight restriction on a public road would require an engineering assessment and a formal statutory process.

Mr Kennelly said consideration would also have to be given to local access requirements, suitable alternative routes and enforcement.

Speaking at the meeting, Cllr Shannon said HGV drivers were being directed onto the road by sat-nav.

He said the road was a regional road leading to a secondary road and that HGVs taking the junction could “capsize” the local road.

Cllr Shannon said a weight restriction should be introduced and welcomed the council’s response.

Leas-Chathaoirleach for the MD, Cllr Dinny Gould (IND) seconded the motion and also raised concerns about a road near Clonwhite.

He described it as narrow and in poor condition, saying vegetation was “right across the road” in places.

Cllr Gould said tourists were also using the road in cars and on bicycles and that the situation was “worse and worse.”

Mr Kennelly said a weight restriction could be introduced based on the number of axles, but the council would need to consider how local farmers and milk trucks could continue to access the road.

He said a supplementary plate could be placed beneath a weight restriction sign to allow local access.

Mr Kennelly said An Garda Síochána would normally be notified if a weight restriction was introduced.

Cllr Shannon said local residents knew the limitations of the roads, while the problem was more likely to arise with drivers unfamiliar with the area.
